“The Decision seeks to enhance the effectiveness of Dubai’s judicial system by establishing mechanisms to enhance the knowledge of its members and safeguard the rights of all parties in the event of a dispute.” The Decision outlines the various types of judicial evaluations, including annual reviews, evaluations for promotions, inspections to look into complaints, and as and when necessary.
The Honorable The decision is in line with the goal of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, for a fair and impartial judiciary, according to Saif Ghanem Al Suwaidi, Secretary General of the Dubai Judicial Council.
The decision, according to Al Suwaidi, reflects His Highness Maktoum bin Mohammed’s desire to unbiasedly assess the work of Dubai’s judiciary and the affairs of its members. He added that the initiative aims to increase the effectiveness of Dubai’s judicial system by putting in place procedures that will help its members’ skill sets. The decision, according to JID Director Judge Mohammed Mubarak Obaid Al Sabousi, “reflects a qualitative leap in the performance appraisal of members of Dubai’s judiciary.”
The JID is the primary oversight body for Dubai’s judiciary, so the Decision also outlined the JID’s duties in evaluating and monitoring the work of judicial authorities. The JID will evaluate the performance of the judges on an annual basis using specific standards.
In order to create training programmes that allow judiciary members to keep up with the most recent developments in the legal field, the JID will submit the performance appraisal reports to the Dubai Judicial Council or its chairman. The Decision establishes precise and impartial procedures for bringing a grievance against the JID’s and its members’ performance of their duties.
