You can open a non-resident bank account in Dubai whether you are living or visiting the UAE and do not plan to apply to become a resident. Your passport, a letter from your company, your UAE identity card, a copy of your visa, and a local utility bill with your address, a resume, are the basic paperwork requirements for opening an account.
This would be an easy procedure if you have a valid residency permit. Several of these documents are unavailable to non-residents, but considering a large number of expatriates in the UAE, most banks will still open accounts for them. While the history and financial checks will take longer, you will always be able to open an account.
Non-residents in Dubai UAE can only open a Savings Account, not a Current Account, at most banks. Non-residents will not be allowed to obtain a cheque book but will be issued a debit card from which to withdraw funds. They may be subject to a minimal and/or full balance as a non-resident.
