You cannot access the vehicle owner’s records because it is private and confidential information.
But if you need to purchase a used car, the true owner must appear because he is unable to sell the vehicle while not present.
If you need the information for a legitimate cause, you can go to the RTA office and they will give it to you. Even the RTA will not have access to any of the personal documents and will only have access to the driving license, Emirates ID, and mobile number.
If you want the owner’s home address and job details, you must go to the local police or GDRFA, and they will almost certainly ask for a valid reason. And only then will provide the required details.
