It is possible to apply from outside India for a new or amended Permanent Account Number (PAN) for both foreign nationals and non-resident Indians (NRI). You can submit the application online at https://www.protean-tinpan.com.
The applicant must submit Form 49AA from the aforementioned website along with proof of identity and address, such as a passport, OCI card, or PIO card, along with their personal information, including a working phone number and email address.
However, if a candidate is submitting a foreign passport or tax ID number, it must be properly “apostilled” or confirmed by the Indian embassy or by a designated official of an Indian bank with a branch abroad.
NRI ex-pats in Dubai can also start the Aadhaar card application process online, but they will need to fly to India to schedule their appointment. Only then will the card be issued.
How does one go about getting a new PAN and Aadhar card?
The Emirates ID used in the UAE is comparable to the Aadhaar card. The Aadhaar card must be physically obtained by visiting an Indian government facility (Aadhaar center), as it contains biometric information.
NRIs are now able to apply for an Aadhaar card when they arrive in India as of September 2019. It is important for NRIs to know that they can schedule an appointment at the Aadhar center well in advance of their trip.
